I was replaying the game and saw that Quinn lies to Tommy when he confronts her about partying with the Preps. She says Riona was smoking for free and that's why she needed the extra money. But where did it really go, did Quinn put it in her own pocket?

The assumption is that Quinn is developing some bad habits, and is using more than she should, but nothing is confirmed. ... and yes, she was also robbed, and it could very well be that's the shortfall she's blaming on Rio, but that was just supposed to be the profits from that one drop.
